Nepal Government through the 3rd amendment of the Nepal Citizenship Regulation, 2006 (2063) has permitted the Non-Resident Nepali to obtain the NRN Citizenship.
Non-resident Nepali have been granted Nepalese citizenship by providing economic, social and cultural rights expect political rights. Pursuant to the Amendment “A person residing in a country other than a member state of the South Asian Regional Cooperation Organization and having acquired the citizenship of a foreign country after being a citizen of Nepal by descent or birth on the basis of his or her father or mother, grandfather or grandmother, is entitled to enjoy economic, social and cultural rights through non-residential Nepalese citizenship.”
Applicant intending to apply for NRN Citizenship have to prove either their father, mother, grandfather or grandmother at some point was a citizen of Nepal and later acquired citizenship of a foreign country other than a member of the SAARC Country.
NRN shall submit the NRN Citizenship application through the Embassy or Consulate Office of Nepal located on the foreign country. Can also present directly in Nepal before CDO office and apply for the same, the applicant has to himself present before CDO office on the case.
*Note:
a. As a matter of practice, till the date of publication of this article, most of the Embassies of Nepal and Consulate Office are not accepting the direct application form the foreign country, they are instructing the applicant to visit respective CDO office of Nepal where their citizenship or citizenship of ancestral were issued.
b. In addition, few of the CDO offices have requested to submit the recommendation letter from the respective ward office recognizing the origin of the ancestor for providing the NRN Citizenship.
If any applicant wants to visit Nepal and apply for NRN Citizenship directly through CDO Office, it shall take 10 (Ten) to 12 (Twelve) working days to complete all the process.
a. An original copy of Nepali citizenship certificate and passport,
b. A copy of foreign country passport and
c. Citizenship certificate of Father/mother/brother or witness that will confirm the identification of the applicant.
a. Recommendation of the ward office to provide NRN Citizenship,
b. Letter of commitment as format provided by the CDO Office,
c. If the applicant had acquired the Nepali Citizenship before, proof of the document related to renunciation of Nepali Citizenship.
d. Citizenship certificate or passport of foreign country,
e. Proof of residence of foreign country
f. Close relatives (any 2) of the applicant should visit the CDO Office. In absence of close relatives any Nepali Citizens who know the applicant should be present.
g. Document reflecting either their father, mother, grandfather or grandmother at some point was a citizen of Nepal and later acquired citizenship of a foreign country.
*Note: The CDO has right to take help of the police authority to investigate in case of any doubt on the information provided by the applicant .
